The selectee for this position will serve as a Procurement Analyst within the Process Management & Audit Program (PMAP) in the NAVAL FACILITIES INSTITUTE. at one of the locations listed above. A total of two vacancies will be filled by this announcement.

Duties

You will apply knowledge of contracting principles, laws, regulations and procedures. You will Assist the Director of Procurement Management and Assessment Program (PMAP) with programmatic assessments and policy/procurement reviews and implementation. You will demonstrate political acumen when working with high level management to achieve maximum impact and effectiveness. You will exercise influence by reviewing and recommending courses of action to ensure management and procurement principles and decision-making techniques are appropriately utilized with a systems approach. You will lead a team of professional towards achieving procurement objectives. You will analyze and evaluates procurement documents to ensure compliance and established acquisition regulations.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointmen

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.) NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Leading a professional staff towards achieving contracting and procurement goals and objectives;2) Analyzing and evaluating procurement documents to ensure compliance with established acquisition regulations;3) Participating and/or leading a team activities that have direct influence on acquisition/procurement policy decisions and business practices;4) Working with others to reach concrete, practical, and satisfactory solutions, resolutions, or consensus on controversial or difficult procurement issues;5) Providing advice, training, guidance, and interpretation to a team on procurement regulations, policies, and procedures; and6) Preparing and presenting formal briefs on contract business process issues for upper management and activities.
