You will serve as a ENGINEERING TECHNICIAN in the UTILITIES AND ENERGY MANAGEMENT BRANCH of NAVFAC SOUTHWEST.

Duties

You will provide overall management, coordination and oversight of the Utilities Condition Assessment Program throughout the Public Works Department. You will ensure required preventative maintenance is being performed on utility assets and will update inventories with new or deactivated assets. You will facilitate annual Risk Assessments to support project submissions such as SRM, MILCON and or Capital Investment Program. You will prepare statements of work, cost estimates, and perform Contracting Officer Representative responsibilities for UICAP related contracts and task orders.

  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The incumbent will be required to become familiar with specific and unique client technical mission requirements.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Determining if utilities equipment are kept in good working order by applying principles, concepts, and methods of utility system operation and maintenance; 2) Developing cost estimates with installation installations, alterations, repairs and/or maintenance for real property utilities such as structural components, mechanical systems or electrical equipment; 3) Using GPS equipment in gathering utility field data; 4) Determining the condition of shore facilities by using utility and utility equipment principles and techniques and 5) Analyzing work order requests for preventative maintenance requirements, repair and construction.
