You will serve as a PROGRAM ANALYST in the POM & Budget Integration Division of COMNAVSPECWARDEVGRU.

Duties

You will be a finance professional and the primary planning, programming, and budgetary advisor to the Budget Officer of Resource Management Directorate (N8). You will develop, evaluate, and defend Operations and Maintenance sustainment program budgetexecution strategies in coordination with internal staff elements, the Combat Development Directorate, and higher headquarters staffs. You will possesses detailed knowledge and skills in the application of appropriations law as well as federal, DoD, and service specific regulations, policies, methods, and techniques of budgeting, funds execution, and procurement. You will oversee all program sustainment execution to project lines and provides detailed guidance for year of execution deviations due to command directed shift in priorities.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Incumbent is subject to periodic counterintelligence (CI) scope polygraphs. Employee must achieve and maintain all command required certifications.
• May be required to travel on military or civilian aircraft and waterborne craft, deploy onboard ships, or serve at remote sites as required.
• May be exposed to hazardous or hostile environments and may be authorized special/danger pay as provided by the Department of State, the Office of Personnel Management, or other agency regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: develops, evaluates, or defends O&M sustainment program strategies (i.e. command structure, missions, air, land, and sea programs, policies, acquisitions, program management and organizational relationship; quantitative & qualitative methods to prepare mid -(3-8 years) and short-range (1-3 years) guidance for broad program policies and objectives; AND preparation, presentation, or justification of POM Positions for strategic planning (ie PPBE process/requirements, regulations/rules and issue analysis); AND General Fund Enterprise Business System or other DoD Enterprise Resource Planning (ERP) financial or enterprise business intelligence systems and processes.
