This position is located in the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD). The incumbent provides guidance and assistance to program leadership concerning major science policy issues affecting both NIH and the national biomedical, behavioral and social science research communities, and contributes to a range of staff functions involving planning, policy development, and analysis necessary for key policy and program decisions by the NIH leadership.
Duties
Serve as an advisor to the Office of the Scientific Director (OSD) on scientific operational matters and assist in the formulation of basic policy directives.
Participate with senior management in planning, managing and directing the operational projects and activities associated with the program.
Serve as the Scientific Director's representative for the resolution of issues and/or problems involving program operations.
Manage and coordinates scientific conferences, meeting, programs, and other events
Serve as the Director, Office of Education, responsible for managing a comprehensive training program for NICHD fellows and students
Plan, design, and conduct comprehensive analytical studies of the NICHD DIR’s programs to improve the effectiveness and efficiency of program operations.
Conduct evaluations using existing or develop new evaluation metrics and criteria to determine the impact of implemented programs and operations.
Requirements

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
A. Possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
AND
B. One year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: provide technical guidance and assistance relating to scientific/administrative program planning, and evaluation activities; advise senior management in the planning, analysis, and management of a range of science policy issues across the spectrum of scientific research; provide insight into emerging trends and issues in scientific research and their implications for the further development of organizational programs and policies; define problems, analyzing alternatives, and recommending solutions to complex problems affecting program operations; plans, organizes, and conducts meetings and coordinates activities concerning a variety of research/administrative-related issues.
