About the Position: This position is located in the Defense Health Agency's National Capital Region Health Network. The primary office is located at 6000 MacArthur BLVD, Bethesda, MD with occasional work at Walter Reed National Military Medical Center, Bethesda, MD and occasional meetings within the National Capital Region (eg, Bethesda, Falls Church).

Duties
The incumbent serves as Market Assistant Director for Clinical Operations in the Market Office reporting directly to the Chief of Staff (CoS).
The position requires a healthcare executive with significant clinic/hospital, health system, and higher headquarters leadership experience.
The incumbent provides expert guidance and assistance in the management of complex healthcare delivery operational issues, projects, and studies.
The incumbent will function as a Program Manager, will organize, lead, and facilitate clinical programs and projects within the Market area.
The incumbent works on a variety of complex healthcare management issues related to health care delivery, resource and cost analysis, optimization of healthcare resources and population health.
Provide full line responsibility for Clinical Operations, administrative oversight of the services and departments to Clinical Optimization, Medical Management, Healthcare Operations, and Clinical Quality.
Management, Health Informatics, Patient Administration, and Education and Training.
Plan, present, and execute business budget impacts on programs and to forecast long-term funding requirement.
Make decisions on technical and personnel problems presented by subordinate supervisors. Reviews evaluations of nonsupervisory employees rated by subordinate supervisors.
The incumbent should have experience working with the Defense Health Agency (DHA) and an understanding of the DHA market structure.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Basic Requirement for a Clinical Operations Director:
Degree: Bachelors or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (NOTE: You must submit a copy of your transcripts).
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes overseeing policy development; resolving complex issues within a medical facility; advising on business operations and clinical operations improvements; and gathering information to prepare reports for higher leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
