About the Position: Serve as a Program Analyst, providing expert advice and assistance to program managers in the development of budget. Develop, interpret, and applies new policies, regulations and objectives to enhance overall facility program success.
Relocation incentive MAY be authorized subject to the provisions of the Joint Travel Regulations.
Duties
Provide expert advice and assistance pertaining to Military Construction, Army (MCA) appropriation.
Analyze the Program Objective Memorandum (POM) from assigned Army Components and Program Evaluation Groups (PEGs).
Prepare Program Objective Memorandum (POM) instructions and content that details to Office of the Secretary of Defense the Army's future year posture.
Respond to issues raised by the Office of the Secretary of Defense during the Programming, Budgeting and Execution System (PPBES) cycle pertaining to the funding and non-funding of certain MCA projects
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Financial Management Certification: FMC03 - FM Certification Level 3
- Must obtain and maintain Secret Security Clearance.
- Temporary Travel Duty (TDY) may be required up to 5%.

Specialized Experience, GS-14: One year of specialized experience which includes performing program analysis in multiple phases on the planning, programming, budgeting and/or execution cycles; validating requirements supporting the Program Objective Memorandum (POM); developing general plans and/or procedures for carrying out categories of construction; and working with functional stakeholders to conduct studies, resolve complex problems, and/or recommend resource solutions to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
