This position is part of the Office of the Chief Information Officer, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness of the department information technology (IT) portfolio which includes budget estimates, risk management, and performance and operations in which you will serve as the primary focal point to communicate (IT) resource needs, challenges, and future plans.
Duties
As a Management and Program Analyst, you will:
Serve as an advisor to management on analyzing and evaluating the effectiveness of a program and its operations.
Consolidate data and review to ensure accomplishment of objectives, timeliness, and acceptability.
Forecast on procurements and other budget financial activities.
Assess and advise on the Information Technology Portfolio investment data including budget estimates, risk management, performance and operational metrics.
Provide guidance on alternatives and resolutions to problems.
Serve as the primary channel through which assigned departmental elements will inform the Director of Business Portfolio Management of IT resource needs, challenges and future plans.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12, in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:
Reviewing and evaluating Information Technology (IT) portfolio investment data, budget estimates, and risk management to advise IT portfolio managers and senior management on the effective management of IT resources;
Serving as the primary focal point in supporting decision makers on IT budgeting, IT acquisition and IT investment strategy in forecasting procurement finances and activities;
Employing a wide range of analytical techniques, management and project management principles in reviewing processes to evaluate and improve programs.
