This position is located in the Department of Defense Office of Inspector General (DoD OIG), Office of the Deputy Inspector General for Evaluations (EVAL), Evaluations Support Center Directorate (ESC), Business Operations (BusOps) Division. Evaluations conducts assessments and evaluations of programs, functions and missions to facilitate change by promoting efficiency and enhanced program results on matters of interest to Congress, the Secretary of Defense, the Inspector General and DoD Leaders.
Duties
Researches and assembles directives, regulations, publications, and other pertinent guidance. Gathers statistics, assembles, prepares and summarizes documentation and other preliminary information as required by evaluators and auditors.
Conducts fact-finding tasks to meet the requirements of assignments and to accomplish the objectives of the evaluation. Interacts with staff to obtain needed data in order to compile and present information to the leadership.
Assists with initial, draft, and final report generation and routing to ensure proper format, incorporates changes as recommended, and assists in the distribution of draft and final reports in accordance with regulations, policies and procedures.
Ensures classified documents are properly accounted for, controlled, transmitted, transported, packaged, and safeguarded and they are destroyed in authorized destruction facilities and in accordance with OIG implementation of DoD S-5105.21-M-l.
Identifies plans and executes tasks in accordance with OIG, EVAL, and CIGIE requirements, and adjusts execution as appropriate.
Responsibilities include being the EVAL SharePoint Administrator and the EVAL Intranet/Internet administrator POC, identifying trends, strengths, vulnerabilities or recurring issues in IT.
Serves as the Information Governance Officer for the EVAL component and oversees the implementation of information governance policy.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as security designation level Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service.
Specialized Experience: At the GS-11; One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as the ability to: Perform administrative reviews and critical assessments of initial, draft, and final report generation and routing to ensure proper format, incorporating changes as recommended by the team, and assists in the distribution of draft and final reports in accordance with regulations, policies and procedures. Ability to ensure classified documents are properly accounted for, controlled, transmitted, transported, packaged, safeguarded, and destroyed in authorized destruction facilities and in accordance with OIG implementation of DoD S-5105.21-M-l. Possesses the knowledge to identify trends, strengths, vulnerabilities, or recurring issues in IT such as the Component SharePoint and Intranet pages that involves individual or multiple projects. Ability to research laws, assembles directives, regulations, publications, and other pertinent guidance. Gathers statistics, assembles, prepares, and summarizes documentation and other preliminary information as required by evaluators and auditors.

A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related.
OR
A combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 hours leading to a Ph.D.)

Education
Substitution of Education for Specialized Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
