Job opening: Supervisory Facility Operations Specialist

Salary: $139 395 - 181 216 per year
Employment Type: Full-time
This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Facility Operations, Branch of Maintenance Services and is responsible for directing a staff which provides organizational-wide guidance and assistance in developing and implementing facility infrastructure, planning, and operations management. This position is outside the bargaining unit.

Duties

For GS-1640-14, duties include but are not limited to the following: Direct and coordinate the operation, repair, preventive maintenance, construction, equipment, building and grounds. Formulate and put into effect sustainable operations and maintenance plans, to include economical facility operations and work management policies, criteria, and procedures. Plan, review and recommend approval/disapproval of projects and funding. Ensure development of long range, multi-year work plans for design, construction, operations, maintenance, and repair. Conduct thorough site surveys to ensure the building's interior and exterior are operational and support mission accomplishment. Oversee the inspections of the building's mechanical and electrical systems using preventive maintenance guides, established by the DOL and General Services Administration (GSA) and manufacturers specifications. Collect or direct the collection of data such as location, square footage, floor-load capacity, accessibility, lighting, heating, plumbing, ventilation, anticipated usage and code compliance; analyzes and evaluates this data and makes recommendations for improvements required to meet facility needs. Responsible to provide complex technical advice and facilities management considerations to servicing agencies and building tenants. Establish safety program and ensure staff compliance with program elements. Conduct meetings and periodic spot-checks to safeguard against employee accidents and injuries when engaged in physical maintenance, repair and construction activities and to ensure staff compliance. Responsible for budget formulation, execution and tracking for monies needed to carry out the Branch's function. Provide Director with budget projections expenditure records and recommendations for priority within Branch's monetary resources. Analyze, evaluate and advise leadership on all facility operations matters. Develop, implement, and evaluate cost estimates and long-range budget projections for scheduled (preventative) and unscheduled facility maintenance, repair, alterations, and construction projects. Utilize regulations, codes, unique mechanical, electrical, data, utility systems and facility maintenance practice in solving complex facility technical problems through application of non-traditional theories and new developments. Provide surveys to identify Operation & Maintenance (O&M) deficiencies and assistance in development of preventive maintenance programs. Interface with other government agencies to communicate and exchange information relative to building operations, building preventive maintenance related matters. Perform other duties as assigned.

Qualifications

You must meet the Basic Requirements AND the Specialized Experience to qualify for Supervisory Facility Operations Specialist, as described below. To qualify for this position, You must meet the following Basic Requirements in order to be eligible for this position: Education- Undergraduate or Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression. Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the specialized experience described above, applicants must also demonstrate 52 weeks of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience includes:Experience in developing and directing building facilities' programs, computerized maintenance management system (CMMS) and other activities which provide for repairs and alterations, operation, maintenance and preventive maintenance, heating, air conditioning, plumbing, and electricity and energy management.
