This position is responsible for providing direct oversight for over 7 VA Central Office buildings in the National Capital Region. The position is the liaison for building Management functions to include maintenance, custodial, functioning of building systems including mechanical, electrical, fire/life safety, and elevators, and housekeeping. Other duties include program support, emergency preparedness, contingency operations, conference room scheduling, media services and safety programs.

Duties

Oversees the functioning of building systems including mechanical, electrical, fire/life safety, and elevators. Develops and maintains Internal standards for facilities. Uses best business practices to improve building efficiency by reducing operating costs while increasing productivity. Oversees the provision of site management activities for government owned space at the VACO and satellite buildings housing VACO employees in the Washington Metropolitan area. Provides a variety of operational support services such as building maintenance, Including appraisal, storage, retrieval and disposition, space alterations and minor improvements. Oversees activities of the Commercial Facility Management (CFM) contractor and serves as VA Liaison with GSA and other management firms in VA-leased space. Oversees all aspects of the financial management regarding facilities management of the Office of the DAS for Administration, which budget projections and expenditures includes but is limited to, renovation expenses, contractual services for VACO mall and messenger services, leased space, miscellaneous contracts and vehicles, and wide variety of other support services. Monitors issues at the national/departmental level from 0MB and Congress related to budgetary issues that may impact the welfare of designated program responsibilities. Recommends and develops policy and procedures that support the assigned programs. Maintains and Improves VA relationships through participation in the professional, administrative, and educational events of Federal, State, local and other affiliated organizations involved with VA programs, veterans' service organizations, and professional organizations. Plans, directs, controls, and supervises work performed by the Facility Management Division staff. Participates in developing long and short -range plans, goals, and objectives of the organization. Provides technical and managerial responsibility to the Facility Management Division regarding administrative, technical, and personnel support. Keeps the DAS/ADAS for Administration informed of significant activities; evaluates the effectiveness of administrative policies, procedures, operational results while continuously measuring the accomplishments of program objectives. Develops and coordinates contract scope of work for logistics support from concept through deployment of higher echelons on the logistics support plan and takes positive action to effect changes and minimize adverse impact. Identifies new program requirements and provides for the development of plans for integration with current mission. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Serving as a liaison for building Management functions to include maintenance, custodial, functioning of building systems including mechanical, electrical, fire/life safety, and elevators, and housekeeping support; (2) Providing program support for facilities, emergency preparedness, Emergency Alerting and Accountability System, contingency operations, conference room scheduling; (3) Administering a records and information management program; (4) Providing a variety of operational support services such as building maintenance, Including appraisal, storage, retrieval and disposition, space alterations and minor improvements; (5) Overseeing all aspects of the financial management regarding facilities management, including budget projections, expenditures, renovation expenses, contractual services for leased space, miscellaneous contracts, and wide variety of other support services. You will be rated on the following Competencies for this position: Civil Engineering Safety Engineering Leadership Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
