This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Facility Operations. As an Office Director, the individual in this position functions as an expert in the facilities management area and has primary responsibility for operations and management of the Frances Perkins Building (FPB). This position is Supervisory and outside the bargaining unit.

Duties

Major duties for this position include, but are not limited to: Plans, coordinates and directs a comprehensive facilities management program for the operation of one of the largest Federally Owned Buildings in Washington, DC, the Frances Perkins Building (FPB), and a GSA Delegated Facility of just under 2 million square feet of space with an annual budget of over $17 million/year. Because the Frances Perkins Building (FPB) is a General Services Administration (GSA) Delegated Facility, the incumbent is responsible for developing and directing programs and activities which provide for repairs and alterations, operation, maintenance and preventive maintenance, heating, air conditioning and electricity, energy management, cleaning, landscape maintenance, and concessions operating in the FPB. Responsible for ensuring facility operations comply with Statutory, Executive Orders and Regulations for energy efficiency, sustainability, building operations, and staff training and the GSA delegation. Works with the Business Operations Center (BOC) and Departmental Budget Center staff on the formulation of budget requests for the Working Capital Fund and annual appropriations based on the 5 year plan. Works with the Office of Support Services and the BOC Director/Deputy Director in the formulation of facilities management annual budget. Determines financial resource needs, prioritize facilities management programs. Reallocates funds to meet unexpected situations i.e. major building or equipment repairs or replacement. This includes preparing budgets based on plans for maintenance, repair work, new construction, alteration projects, replacement of existing equipment, or increased services; and benchmarking facility services to determine workloads and forecasting and budgeting for documented and projected work load increased based on aging facility and infrastructure. Maintains and updates the FPB 5 year plan of maintenance and improvement projects, adjusting as necessary based on triaging based on impact (including issues of safety and health, potential for catastrophic failure and closure of building or cessation of services, etc.). Coordinates with GSA on projects which are their responsibility under the delegation. Directs the conduct of continuous evaluation and/or inspection of facilities management and office services activities to insure the most effective, efficient and economical program. Initiates required action to remedy deficiencies and problem, with available resources. Keeps track of all building projects planned and completed and provides an annual report on the Frances Perkins Building. Develops or directs the development of contract specifications to execute facilities management and office services programs. Serves as contracting office representative (COR) and monitors contractual arrangements or delegates this responsibility to appropriate staff. Exercises authority to approve or disapprove payments to contractors based on final evaluations. Provides all needed documentation for prospectus level projects to help build the case for approval by Congress. Directs development of data; provision of expertise and insights; securing of legal opinions; preparations of position papers or legislative proposals; and execution of comparable activities which supports development of goals and objectives related to high levels of program management and development.

Qualifications

You must meet IOR (Individual Occupational Requirement) and the Specialized Experience to qualify for Supervisory Facilities Operations Specialist, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14, in the Federal Service. Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Experience: Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment. Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized Experience for this position is defined as: Experience managing the operations and maintenance of a large commercial facility; Experience assessing, analyzing, planning for and overseeing the operations and maintenance of critical building systems such as electrical, plumbing, fire suppression, mechanical and structural support; Experience applying appropriate program and evaluation methods and measurement techniques to assess and evaluate program accomplishments; Experience working with engineering methods and techniques and construction practices, methods, techniques, costs, materials, and equipment; and Experience reading and interpreting engineering and architectural plans and specifications.
