Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Facility Management Specialist, you will use your knowledge of and experience with the Office of Administration to optimize business results and customer experience by:
Overseeing collaborations with Program Support Center (PSC) and GSA on all aspects of real property acquisition, space planning, design, and construction projects.
Developing budget strategies for projects in association with ASPR, PSC, and GSA program officials. Maintaining continuous awareness of project costs and taking action to assure that project costs are within available funds or within the budget estimate; and closely monitoring and coordinating activities associated with the project budgets, ensuring that all necessary components are included within the approved budget amounts.
Ensuring proper tracking of the inventory of ASPR's real property portfolio in accordance wit HHS, GSA, and federal requirements and mandating, and coordinating responses for real property data calls, certification, and actions required by HHS and other entities.
Sharing in the oversight and management responsibility for facilities-related appropriated and user-fee funds, including GSA rent, and interagency agreements, HHS Nonrecurring Expenses Fund resources.
Providing day-to-day leadership and guidance, both technical and administrative, to subordinate supervisors/team leads and staff, and directing, coordinating, integrating and guiding the work of assigned subordinates into a completed work product.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Requirement: Education- Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
OR
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
AND
Minimum Qualifications: You must have one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level or pay band in the federal service that includes All the following:
Providing technical and administrative supervision over subordinate staff and developing both long- and short-term plans and objectives for staff;
Mastery of applying a wide range of qualifications and quantitative methods for assessing and improving program efficiency and effectiveness, that requires comprehensive knowledge of real property laws, policies, regulations, and precedents applicable to the administration of one or more public programs.
Mastery of the principles, methods, and techniques of facility operations combines authoritative knowledge and familiarity with the organization and management structure as well as the budgetary and legislative process to provide appropriate recommendations for courses of action.; and
Skill in project management techniques sufficient to plan and manage large-scale projects.
