The primary purpose of this position is to serve as the expert analyst and project manager of the Head Quarters Air Combat Command (HQ ACC) Logistics, Engineering, and Force Protection (A4) Strategy Development and Continuous Process Improvement (CPI) program.

Duties

Working with team members, contractors and POCs at HQ and throughout the Air Force, leads, plans, develops, organizes, and implements the directorate-level Strategic Plan. Directs, coordinates, and oversees project/study work. Serves as the project leader for enterprise level projects as a subject matter expert (SME). Serves as the ACC assistant for aircraft maintenance policy. Serves as the ACC/A4 recognized technical advisor in Continuous Process Improvement (CPI). Serves as a trainer for introductory methods/tools, also known as "Green Belt" (GB) courses. Represents the division at higher levels within the command. Establishes, develops, and maintains effective working relationships with other coordinating organizations.

  • Experience leading, developing and publishing organizational strategic plans is highly desired.
  • Certification as a strategic Planning Professional or Strategic Management Professional is desired.
  • Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor is desired.
  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays.
  • Overtime and/or emergency overtime may be required.
  • Required to obtain and maintain an appropriate security clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of quantitative and qualitative strategic development and CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied. Knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of strategic program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of command organizational structure and its supporting elements and programs, missions, policies, goals and philosophies to facilitate strategic planning. Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content. Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to strategic development and CPI. Skill to develop innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include aircraft maintenance procedures, policies, deployment planning and operations and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the Division. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
