This position is part of the National Archives and Records Administration, within the Digital Partnerships and Outreach Division. The incumbent has primary responsibility for researching building leading and managing NARAs internal and external public and private online communities across the web and social media and assists in planning and strategy with respect to the overall NARA web and social media program.
Duties
As an IT Specialist (Online Community Mgr/Coordinator), you will:
Manage NARA's online communities for the purpose of building online community capacities, providing customer service, and achieving agency goals.
Serve as the focal point and principal advisor to the Chief Innovation Officer, Office of Innovation staff and other NARA program staff with respect to all aspects of NARA's online communities.
Monitor and respond to community conversations in a timely and expert fashion; communicate user feedback and suggestions to internal stakeholders; collaborate with staff across NARA to build online communities; and educate NARA staff and stakeholders on community management best practices.
Participate in the development, revision, implementation, distribution, and promotion of NARA online policies, standards, guidelines and best practices.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Participating in the development of specifications for external contractors; developing and managing online community management and web policies for an organization or agency;
AND
Experience planning, initiating, and coordinating studies or special projects;
AND
Communicating to effectively explain, elaborate on or advocate for policies or projects orally and in writing.
In addition to Specialized Experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-13, you must have been at the GS-12level for 52 weeks.
