This position is located in Office of Security And Integrity, Mission Assurance Division, Emergency Management Branch, Emergency Preparedness Section; Harrisonburg, VA. Every day, our Security Specialist Special Security Representative (Junior Watch Officer) coordinate operations and procedures in areas such as incident management, executive communications, management of security programs, and analyzing, compiling, producing, and disseminating Command Center data, information, and reports.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Provide situational awareness of all events, issues, and threats being monitored by the Watch and promptly inform leadership of significant or unusual incidents. Gathers, reviews, and collates message traffic and other communications to alert appropriate personnel and organizations to new developments and significant changes for their area of responsibility. Serve as an operations/watch center officer, working with a team of security specialists in the preparation, analysis, development, review, and implementation of operations/watch center policies, procedures, and standards, within an SCI environment. Assists the Command Center Special Security Officer to ensure the implementation of standardized security programs are effectively managed and executed at the USCIS Command Center. Follow fully established procedures, methods, and processes for the receipt, review, handling, and forwarding of incident/security reports and requests for information (RFI) at both the classified and unclassified levels. Ensure the Command Center Watch maintains a capability to provide timely and accurate operational support and fully trained personnel during regular and emergency operations. Ensure that records are kept consistent with all internal standards, policies, and procedures.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/08/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/08/2024. This position requires reporting to an alternate site for COOP (Continuity of Operational) purposes in emergency situations. This position requires shift work which includes nights, weekends, and holidays and shift differential may apply. Security Clearance - Top Secret / SCI GS-9: You qualify at the GS-9 level if you possess one (1) year of specialized experience, equivalent to at least the GS-7 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience in: Gathering, reviewing, and collating message traffic and other communications to alert appropriate personnel to developing situations in their area of responsibility. Analyzing, compiling, producing, and disseminating clear cut operations/watch center data, information, and reports. Providing physical security to sensitive information, personnel, and facilities. OR You may substitute a Master's degree or two full years of progressively higher-level graduate education leading to such a degree in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, equivalent to at least the GS-9 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience in: Operating or managing the watch floor of a twenty-four hour Operations Center located in a Sensitive Compartmented Information Facility. Responding to Requests for Information (RFIs) and information sharing with other departmental Components, Federal, State, and Local agencies, and other members of the homeland security enterprise. Preparing, analyzing, developing, reviewing, and implementing operations/watch center policies, procedures, and standards within a SCI environment. OR You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarters hours.
