You will serve as a RANGE SAFETY AND DESIGN MANAGER in the Range Management Department, Range Operations Division of MARINE CORPS AIR STATION YUMA.

Duties

You will be responsible for conducting and tracking relative safety training, providing administrative support for certifications. You will execute a daily plan by creating, implementing, and monitoring, the Range Safety Certification Program; ensuring compliance with established regulations and policies. You will serve as a subject matter expert on range safety as it applies to training on behalf of the Range Training Division. You will conduct risk management assessments for all exercises, weapons live fire events and unit operations and follow on briefs to higher echelons of command. You will coordinate with Range Scheduling to identify conflicts in scheduling and coordinates measures to de-conflict requested training. You will assist in the execution of the annual Training Plan to include: coordination of daily projects, daily coordination, and working closely with contract support elements for the operational execution. You will be responsible for administrative input in support of range plans and requirements within project databases assisting the Department in facilitating Training. You will assist in the validation, administration, and management of project submissions into Range Requirements website; monitors each project development from submission to validation and execution to completion. You will develop Scopes of Work (SOW) and participate in program reviews and subsequently: prepare periodic briefings and updates to higher level of command.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • The incumbent must attend and successfully complete The Inter-service Resident Range Safety Course Training within the 1st year of employment.
  • The incumbent must attend and successfully complete The Range Managers Tool Kit (RMTK) Course Training within the 1st year of employment.
  • The incumbent must attend and successfully complete The Weapons Danger Zone (WDZ) Course Training within the 1st year of employment.
  • The incumbent must attend and successfully complete The Range Airspace Managers Course Training within the 1st year of employment.
  • The incumbent must attend and successfully complete The Resident GIS Manager for Range Personnel Training within the 1st year of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising on Safety and Range Design relative to a variety of training and integration within multiple ground and aviation training Ranges in multiple locations AND assisting in the management of safety as it applies to training objectives and the required capabilities in conjunction with current tactical requirements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.

OR

Completion of 3 full years of progressively higher level graduate education leading to such a degree.

OR

Possession of LL.M., if related.

OR

Possess a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal 100 percent.
