You will serve as a Financial Management Analyst and the Team Lead for financial and budget related matters under the N8/Logistics Department Head. This position is located in NIOC-TX.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period requirement.
  • This is a Financial Management Level II Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within 2 years.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Apply knowledge of financial management rules, regulations, and procedures as detailed in the Department of Defense Management Regulation (DoD FMR) to perform duties; 2.) Utilize various financial management systems to review and analyze financial reports from various sources and correct discrepancies as required; 3.) Utilize Financial Improvement and Audit Readiness (FIAR) standards when performing assigned duties and understand and perform duties to support the life cycle of funding documents. Education Substitution

Recent Grad
Recent graduates who completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate within the last two years of the closing date of the announcement. Also, veterans who were unable to apply within two years of receiving my degree, due to military service obligations but are still within six years of graduation completion date with a qualifying degree.
