You will serve as a PROGRAM ANALYST in the US FLEET FORCES COMMAND of COMMANDER US FLEET FORCES COMMAND.
Duties
You will collaborate across warfare communities to develop forward-looking mission and performance plans, lessons learned from past plans, and resolve key execution barriers.
You will coordinate with readiness enablers such as Naval Air Systems command (NAVAIR), Naval Sea Systems Command (NAVSEA), Commander, and Naval Installations Command (CNIC), to identify linkages between resources and Fleet Readiness.
You will also coordinate with Space and Naval Warfare Systems Command (SPAWAR), and Naval Supply Systems Command (NAVSUP) to identify linkages between resources and Fleet Readiness.
You will coordinate with the Commander Pacific Fleet (CPF), and staff to integrate readiness resources from across the Budget Submitting Office (BSO) 60, and the BSO 70 into the mission and performance plans.
You will assess resource and readiness data from the Aviation Readiness, Surface Warfare Readiness, Submarine Warfare Readiness, Expeditionary Warfare Readiness, and Cyber Warfare Readiness Enterprises.
You will determine areas of operational risk due to shortfalls and/or areas where funding may be at risk due to under execution or program stagnation.
You will serve as an expert authority on readiness and resource integration issues, and responsible for identifying the metrics that provide the best measures of Fleet Readiness.
You will draft a charter that governs the Enduring Readiness working group that formalize working relationships for all stakeholders through a Memoranda of Agreement/Understanding.
You will initiate other required written agreements between cognizant commands as needed.
You will coordinate Integrated Readiness forums for USFF Flag/SES leadership, CPF, TYCOMs, and SYSCOM’s on a quarterly basis.
You will routinely prepare briefing slides on project development status and present updates to USFF N02 Executive Director and other senior USFF leaders on a recurring basis.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with Fleet, DON, and DOD automatic data processing and information security systems, particularly budget, programming and cost estimating methods.
Experience with ship, submarine, aircraft and expeditionary capabilities, limitations, operational employment, maintenance requirements and training requirements.
Experience communicating effectively with senior officials within the navy, OSD, Joint Staff, and other organizations.
Experience reviewing, planning, and participating in Readiness Assessments.
Experience applying knowledge in the development and direction of complex readiness assessments.
Experience with organizational structures of the Navy and Marine Corps.
