You will serve as a SUPERVISORY MANAGEMENT ANALYST in the INDIVIDUAL READINESS RESERVE (IRR) FORCE MANAGEMENT DIVISION of NAVY PERSONNEL COMMAND RESERVE.

Duties

You will provide supervision to assigned personnel and analytical and advisory service pertaining to the management of the Naval Individual Readiness Reserve (IRR) program. You will ensure Naval IRR personnel are managed in accordance with pertinent policies and directives and advise/assist on the development of policy affecting the mobilization strategies. You will coordinate with various Naval support offices, departments, and commands and individual IRR members to elicit, track, and provide volunteers for mobilizations. You will analyze data from various databases to ensure sufficient numbers of IRR volunteers are monitored and managed to ensure the successful accomplishment of IRR missions. You will routinely present complex briefings and responses to all DoD, DON, and other services and agencies concerning universal proposed programs influencing and affecting mobilization readiness.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Extracting and analyzing data from DoD personnel systems, programs, software and databases to monitor military personnel readiness; 2) Interpreting mobilization policies to create and advise on strategic plans for the management of personnel; 3) Providing Human Resource Technical oversight of military reserve programs; and 4) Preparing and presenting complex reports, presentations, findings and recommendations regarding the training and status of personnel.
