Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Financial Analyst, you will:
Develop budget estimates and re-estimates and model cashflow for subsidy estimations in assigned area of responsibility.
Analyze financial statements, operating and project reports, cost data, management practices, capital and reserves, credit conditions, national and local market conditions, and other related elements to determine the financial soundness of proposed loans or portfolios.
Extract and analyze financial data influenced by multiple factors (i.e., contract administrators, borrowers, originators, insurers, owners, or managers; various or multiple locations); identify and determine causes of problems; resolve or provide recommendations for resolution.
Monitor and estimate the impact of current and probable future market conditions, general financial conditions, financial and business operations of organizations; and the impact of national and local economic and market conditions, on the viability of the underlying credit condition.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing various corporate or public financial data to create analytical reports; AND
Analyzing financial data from numerous sources to identify financial trends and issues.
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.; if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
IF QUALIFYING ON UNDERGRADUATE OR GRADUATE EDUCATION: Major study must be in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
Assisting reviewing and analyzing corporate or public financial data and producing analytical reports; AND
Assisting researching and identifying financial issues.
OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
IF QUALIFYING ON UNDERGRADUATE OR GRADUATE EDUCATION: Major study must be in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
