About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Responsible for the acquisition, accountability, storage, issue and turn-in of all supplies and equipment for the organization; maintain property hand receipt.
Duties
Perform various Property Book work to include requisitions, issues, storage, turn-ins, loans, and/or similar transactions requiring the addition or deletion of non-expendable property items to the master property records.
Extract information from databases and/or publications to identify and obtain indicator codes, prices, NSNs, substitutes, etc.
Maintain files to ensure accounting records conform to procedures prescribed by applicable regulations and directives.
Utilize a personal computer to update and maintain inventory of property book items. Perform inquiries, retrieve a variety of data to provide status to customers, verify requests, etc.
Serve as a purchasing agent; order equipment and supplies using the Government Credit Card. Initiate Purchase Requests.
Maintain and review document control registers for supply actions (acquisitions, turn-in, etc.) including credit card purchases, ensuring no misuse of the requisitioning process.
Post receipt data to document register and conducts necessary coordination action with requester.
Screen property turn-ins against existing requirement to determine if lateral transfer can be made and for proper utilization of assigned equipment.
Monitor the semi-annual dispatches of assigned GSA vehicles, and perform daily preventive maintenance of said vehicles.
Operate up to a 5 ton truck on public roads to receive, turn-in, and transport equipment and supplies from requisition points such as warehouses, local vendors, etc. Load and unload equipment weighing up to 50 pounds unassisted.
Maintain supply storage warehouse in accordance with regulatory guidance. Ensure proper storage procedures are used to avoid damage, and organize and arrange items in a manner that will ensure easy access and inventory.
Conduct on-site inspection (walk-through) involving physical inventory and inspection of property; check condition of property, update equipment and document information, and review for regulatory compliance.
Schedule and coordinate annual wall-to-wall inventory for all property book items with the hand receipt holders. Conduct extensive and exhaustive research to locate missing items prior to initiating Report of Survey.
Initiate and assist hand receipt holders in completing reports of survey in the event of lost or damaged non-expendable items. Assist unit level supply personnel as needed. Serve as HAZMAT representative for the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
- Two year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing a combination of all of the following: 1. Maintaining manual and automated supply files. 2. Utilizing an automated supply system. 3. Maintaining property hand receipt. 4. Assisting with inventory of organization property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: Completion of one year or more of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Logistics Management or Supply Chain Management. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: Possession of some of the specialized experience as described above, but less than one year; and at least 1/2 year of graduate education as described in B, but less than the required one year as described above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond 9 semester unites by 9. Add the two percentages.
