Duties
Evaluate the status of projects for attainment of overall program objectives.
Approve plans that translate program objectives into viable studies and completed projects.
Resolve highly difficult technical and administrative problems, obtaining Program Review Board or supervisory approval, as required.
Evaluate the status of established goals and objectives by analyzing information presented at monthly program meetings.
Serve as the Program Manager for Continuing Authorities Program (CAP).
Review civil works program criteria, design documents, agreements, proposed scope and cost change for approval and process of actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) is 35% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes I have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1) Experience in managing projects with a focus on comprehensive evaluation of project statuses, meticulous planning, and execution of project phases to ensure adherence to guidelines and objectives; 2) provide resolution to complex technical and administrative challenges to include obtaining necessary approvals, and translate program objectives into viable studies and projects; 3) manage project teams and maintain positive relationships through policy and process issues, and participate in external meetings for updates on project statuses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
