About the Position: Serves as Chief of Staff for the Task Force Virgin Island Puerto Rico (TF VIPR) Executive Office. One of only four command group members, along with the Deputy Commander and Deputy District Engineer for Planning, Programs and Project Management, who have full authority to lead the entire District for the Commander in his absence. Reports directly to the District Engineer who provides broad policy and program guidance.

Duties

The Chief of Staff discusses with the Commander major management policies, principles, procedures, and issues affecting the Task Force mission and operations. The incumbent is permitted wide latitude in accomplishing assigned functions and exercises a high degree of initiative and judgment in directing and coordinating work and resolving conflicts that arise. The incumbent's recommendations and conclusions are considered as authoritative and keeps the Commander informed on controversial matters that have significant impact on the Task Force.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and file a statement of employment and financial interest (DD Form 1555) as required by AR 600-50.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
