Duties
Responsible for the execution of program identified in the Bipartisan Budget Act of 2018 (BBA 2018), the Disaster Recovery Supplemental Appropriations Act 2022 (DRSAA), and the Infrastructure Investment and Jobs Act 2022 (IIJA).
Assist in the development of District policy and criteria to govern the development of the fiscal year and long range program and budget estimates.
Maintain oversight of project management issues to ensure they are raised to appropriate decision making levels in a timely manner.
Lead the preparation of directives to the Corporate Board providing criteria and detailed instructions for preparation and submission of work programs, budget estimates, justifications, and supporting data.
Provide primary oversight of the PRB follow-up actions to include preparation of necessary analyses and reports to achieve decisions on complex and difficult project issues.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes integrating the various technical functions of planning, engineering, construction, real estate, contracting and resource management with programs and project management; leading a team of professional, administrative, technical and clerical staff; and maintaining effective communication with various stakeholders, such as internal management and staff, technical specialists and external management officials, higher headquarters senior level officials, key representatives of customers and project sponsors, and engineering and construction industry officials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
