This position serves as the Section Chief Physical Therapist of Physical Medicine & Rehabilitation Service at the Bay Pines VA Healthcare System, St. Petersburg, FL. This position is responsible for the supervision, administrative management, and direction of a comprehensive and complex Physical Therapy Program. A recruitment/relocation incentive may be authorized.

Duties

Duties and skills needed to be successful in this position include, but are not limited to: Assigns work to employees, evaluates work of subordinate staff, monitor workload and clinical volume, and monitor clinical privileges. Provides direct supervision to 20 or more Physical Therapists (PT's), Kinesiotherapists, and/or fee basis PTs in different specialties, different programs, and three different locations. Manages Human Resource aspects of service operations, including hiring process, disciplinary action, and Labor/Management relations. Prepares performance plans and performance evaluations; recommendations for appointment, awards, advancements and ensuring the Physical Therapists are reviewed by professional standards board. Incumbent monitor's staff competencies and updates staff competency folders in accordance with all regulatory guidelines and identifying continuing education and training needs. Supervises, directs, and manages a diverse therapy staff and is involved to on the- job team problem solving; developing, implementing, and evaluating improvements to work processes and identifying continuing training needs. Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or clinical specialization, making adjustments to accomplish the workload in accordance with established priorities. Provides advanced professional oversight and consultation for staff therapists and evaluates complex treatment programs with great autonomy. Resolves problems that interfere with the delivery of Physical therapy by staff members and serves as liaison between PT staff and PM&RS management. Consults with medical staff through patient presentations, attendance at ward rounds, clinics, and conferences. Evaluates the success of ongoing Physical therapy programs and recognizes the need for new programs. Maintains a high level of professional competence by continuing participation in continuing education and training needs. Monitor's inventory, projects equipment and supply need for treatments and submits requests of those if indicated. Responsible for the independent operations of the clinic, ensuring the safe therapeutic environment, the work area is secure, and equipment is clean. Skillful in interpersonal relationships and conflict resolution. Complies with and ensures that Department of Veterans Affairs EEO guidelines are followed within PM&R Service. Creates, actively promotes and effectively manages a culturally diverse workforce which embraces the values and needs of all individuals. Reviews all incoming referrals received in Physical Therapy for appropriateness. Provides clinical representation as the lead Physical therapist in the BPVAHCS Comprehensive Integrated Inpatient Rehabilitation Program (CIIRP). Completes functional assessments to determine the need for adaptive equipment available by special order and/or through Prosthetics and Sensory Aids Service to meet the individual patient's needs. Provides oversight of all Functional Independence Measure (FIM) scores for the healthcare system and is responsible for reporting outcomes to Functional Status and Outcomes Database (FSOD). Generates quarterly Uniform Data System (UDS) reports to measure local performance improvement efforts. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. Education and Experience: The individual must meet at least one of the below requirements: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. Doctorate degree in physical therapy. NOTE: Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post-baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. Foreign Graduates: Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Although the licensing of physical therapists in the U.S. is a right and responsibility of each jurisdiction, foreign educated individuals must undergo an educational credentials assessment for substantial equivalency to the first professional degree in the US. Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. NOTE. Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetency or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the state for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C 7402(f)). This requirement does not apply to licensed physical therapists on VA rolls as of November 30, 1999, provided the individual maintains a continuous appointment and is not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Loss of Credential: A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation, if qualified, and if a placement opportunity exists. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Physical Therapist (Supervisor) Experience: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, and Abilities: In addition, the candidate must demonstrate the following KSAs: Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators. Ability to translate extensive rehabilitation knowledge into local policy development. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc. Preferred Experience: VHA Supervisory Experience References: VA HANDBOOK 5005/99, PART II, APPENDIX G12 The full performance level of this vacancy is GS-14. Physical Requirements: The physical demands of the work require light lifting (under 15 pounds), light carrying (under 15 pounds), the use of fingers, reaching above shoulder, both hands required, walking (3 hrs.), prolong standing (6-8 hrs.), crawling (.25 hrs.), kneeling (.50 hrs.), repeated bending (2 hrs.), ability for rapid mental and muscular coordination simultaneously.
