This position serves as a Physical Therapy Orthopedic Clinical Specialist (OCS) and as the Bay Pines Orthopedic Physical Therapy Residency Program Coordinator at the C.W. Bill Young VA Medical Center, St. Petersburg, FL. The Physical Therapy Clinical Specialist serves as the consultant to Physical Therapists, physical therapy residents, PT doctoral interns, and other hospital staff in evaluating and treating patients based on knowledge and experience in orthopedic physical therapy.
Duties
The Physical Therapy Clinical Specialist serves as the consultant to Physical Therapists, PT Residents, PT doctoral interns, and other hospital staff in evaluating and treating patients based on knowledge and experience in orthopedic physical therapy. The Physical Therapy Orthopedic Clinical Specialist(OCS) will serve as the Bay Pines Orthopedic Residency Program Coordinator. The Physical Therapist, OCS will be assigned to the outpatient physical therapy clinic which is located on C.W. Bill Young VAMC, seeing clients with primarily musculoskeletal dysfunctions of all types. Duties include but are not limited to:
Performs physical therapy evaluation and treatment on individuals with complex impairments, functional limitations, disabilities or other health conditions; determines a PT diagnosis, prognosis, and intervention.
Designs, implements, and modifies a physical therapy treatment plan and has advanced skill in utilizing multiple techniques for manual physical therapy.
Provide clinical guidance to Staff Physical Therapists within the department.
Plans an effective goal-directed treatment program that is appropriate and indicated for the impairment, functional limitation and/or disability being treated.
Planning and carrying out complex physical therapy treatment programs to meet objectives for the clients with orthopedic impairments.
Documents all evaluations, treatment, progress, education, and training in the client's medical record in a timely manner.
Plans client discharge and/or need for continuing treatment and terminates treatment when the client reaches maximum rehabilitation potential.
Assists in maintaining a safe work environment and is responsible for the care, upkeep and sanitation of equipment used.
Complies with all privacy laws and regulations including but not limited to HIPPA. The incumbent adheres to facility's rules, policies, and procedures and to the American Physical Therapy Association (APTA) standards of practice and ethics to ensure quality of patient care.
Participates in, provides and attends physical therapy section in-services as well as service and hospital-wide in-services related to orthopedics.
Attends continuing education courses and training when applicable.
Provides oversight of the orthopedic residency curriculum and ensuring it comprehensively incorporates the requirements in the Description of Residency Practice (DRP) or an American Board of Physical Therapy Residency and Fellowship Education (ABPTRFE)-approved analysis of practice.
Update curriculum yearly based on feedback and data from resident performance and on any changes to the ABPTRFE DRP.
Organizes and runs all aspects of individual lab or training sessions and is the primary person assessing the resident throughout the program.
Collect all program metrics such as program outcomes and program goals and prepare those metrics for reporting.
Serves as primary mentor and oversees all aspects of mentoring in the orthopedic residency program.
Facilitates yearly mentor training and the direction of scholarly activity of the residents.
Ensure the clinical curriculum is being maintained to the expected quality during all resident rotations.
Ensures the residents progress through the program as outlined.
Oversees delivery of all aspects of the orthopedic residency training program.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Physical Therapists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d).
Education and Experience: Physical Therapists must meet one of the education/experience requirements below:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist; OR
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist; OR
Doctorate degree in physical therapy.
NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. Foreign Graduates- Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
License: Individuals must hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Loss of Credential. A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation, if qualified, and if a placement opportunity exists.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements above, you must also meet one of the following grade requirements for a specific grade level.
GS-13: Physical Therapist (Clinical Specialist) Orthopedics
Experience: One year of progressively complex experience equivalent to the GS-12 grade level AND one of the following:
Evidence of minimum of 2,000 hours of clinical practice directly in Orthopedics. This time must be between the past two and five years; OR
Board Certification in Orthopedics recognized by the ABPTS; OR
Completion of a Orthopedics fellowship program; OR
An additional advanced degree in a related field.
In addition to the above you must also demonstrate the following Knowledge, Skills and Abilities:
Advanced knowledge and expert skill in a range of specialized interventions and treatment modalities used in Orthopedics.
Ability to serve as a consultant and subject matter expert for health care providers regarding the delivery of care in Orthopedics.
Ability to teach in mentor medical staff in a specialized content area (Orthopedics) of physical therapy.
Ability to guide the work of a multidisciplinary team in Orthopedics.
Advanced knowledge and export skill to perform and interpret specialized procedures and tests in evaluating the treatment outcomes in Orthopedics.
Preferred Experience:
Board Specialty/Clinical Specialization in orthopedic physical therapy.
Completion of a PT orthopedic residency program; experience with orthopedic residency coordination or as a residency mentor.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work demands periods of intense concentration in planning, analyzing, coordination, and execution. It is primarily sedentary with some slight physical efforts required. Day-to-day work involves sitting, walking, standing and carrying light to moderate objects, such as telehealth machines and related components. Work may be performed in a clinical setting that exposes the incumbent to the communicable diseases common of the client population. Some work is performed in a setting away from the office, where the environment cannot be controlled.
