You will serve as an INFORMATION SECURITY SPECIALIST in the National Security Directorate (NSD) of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will serve as an expert on matters involving access, classification, declassification and release of information, and the point of contact for NSD's information security.
You will provide advice to senior management on procedures governing classification, declassification, downgrading, safeguarding, and handling of national security information.
You will interpret U.S. law, Executive Orders, DoD, and DON policies and procedures, develop and recommend NCIS policies and security classification guides unique to NSD for the classification, declassification, and downgrading.
You will implement or oversee implementation of new policies or guidelines and resolve conflicts between policy and procedures that conflicts with NSD’s mission.
You will manage, plan, develop, implement, and maintain NSD’s Information Security Program.
You will review and approve or disapprove the release of proposed information and review files and information related to sensitive personnel issues to identify inadvertent or unauthorized disclosure of classified or highly sensitive information.
You will report suspected or known unauthorized disclosures and provide recommendation to initiate formal investigations or other actions to mitigate damage caused by the disclosure.
You will provide direction and guidance to Headquarter and field directorate to ensure NSD policy requirements are adhered to on day to day matters and discussions concerning the applicability and intent of pertinent regulatory guidance.
You will develop and present agency-wide information security training pertaining to NSD programs.

Qualifications
GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Interpreting and applying information security principles, theories, and methodologies to develop local policies and implement procedures conforming with national classification management objectives;
Managing information security programs and recommending resolutions of major conflicts in policy and program objectives; and
Resolving difficult and complex security problems between the information security program, overlapping and conflicting programs such as the Freedom of Information Act and the agency security information program.
GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Performing studies of administrative and managerial processes and procedures to assess productivity, effectiveness, and efficiency of program operations;
Analyzing results and making recommendations regarding studies of work processes and procedures; and
Providing program and administrative support to the Division.
