This position is located in the Southeast Region Human Resources office under the direction of the Supervisory Human Resources Officer for the Southeast Region Indian Health Service. The purpose of the position is to manage the Benefits and Compensation section of Human Resources for the Oklahoma Area and to provide administrative services to the Human Resources office.
Duties
Responsible for the day to day operations of the HR Benefits and Compensation group including daily work flow, procedures, processes, and directives set forth by the Agency and the Office of Personnel Management.
Developing and providing training in the areas of Human Resources Benefits and Compensation in all areas of related work. This includes providing training in all HR systems and coordinating all functions within the Area to assure continuity and compliance in all phases of benefits, retirements, FMLA, OWCP, life insurance, pay, leave and related processes.
Serves as the primary technical advisor in Benefits and Compensation areas. This requires providing assistance and consultation to managers, supervisors and employees of the Oklahoma City Area and involves detailed guidance and the establishment of work processes, practices, policies, and guidelines.
Works closely with senior HR Specialists and other managers to achieve organizational goals and
program effectiveness.
Qualifications

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector. Examples include researching, analyzing, and applying knowledge of laws, regulations, and rules to provide guidance and resolution to issues to resolve pay or leave errors/discrepancies, issues identified during payroll runs, and consult to employees on benefits (e.g. health and life insurance, vision, dental insurance, retirement, and Flexible Spending Accounts), compensation, leave, personnel actions, time and attendance rules; providing comprehensive employee benefits counseling, processing services such as retirement, health benefits, and life insurance; developing and conducting information or orientation programs for management and employees on benefits, leave, and retirement; meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
