This position is the Program Specialist CDME (Contracted Durable Medical Equipment Coordinator) for the Prosthetics and Sensory Aids Service (PSAS) at VA Ann Arbor Healthcare System (VAAAHS). VAAAHS is a teaching hospital, providing a full range of patient care services with state-of-the-art technology as well as education and research. Comprehensive health care is provided in areas of medicine, surgery, psychiatry, rehabilitation, neurology, oncology, dentistry, geriatrics, and extended care.

Duties

Duties include, but may not be limited to the following: Recommends payment or nonpayment of invoices based on evaluation of contractors' progress and initiating paperwork process. Update order status in all appropriate electronic systems (i.e., procurement tracking sheet, patient record in VISTA) Maintain accurate records of all transactions including deliveries of requested items and inventory Responsible official for the contracted durable medical equipment program including sole responsibility for removing any and all contracted durable medical equipment from inventory, ensuring the initiation of associated CPRS (Read Access Only) consults to PSAS for all inventory, and responding to all replenishment requests Work closely with clinical staff and conduct research in an effort to determine appropriate contracted durable medical equipment devices are requested, to obtain best pricing meeting all VA/VHA socio-economic goals, to observe all mandatory contracts, to meet all quality assurance concerns and to obtain items in a timely fashion. Facilitates necessary linkages with other VA services such as Physical Medicine & Rehabilitations Service (PMRS), Physical Therapy, and Occupational Therapy to help expedite Veteran access to needed prosthetics and sensory aid devices and services. Reviews the requests in detail, determining legal eligibility and medical entitlement. Facility liaison for contracted durable medical equipment recalls, alerts, withdrawals, independently taking immediate action in notification of clinical staff and PSAS management. Executes tasks independently yet recognizes duties that fall outside his/her expertise and scope and appropriately facilitates referral to supervisor while keeping internal and external customers in formed and satisfied with planned course of action Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: broad knowledge of a body of purchasing regulations, methods, procedures and business practices to make purchases involving specialized requirements and /or commercial requirements; extensive knowledge of the principles, practices and procedures of the science of Prosthetics and practices or Prosthetic; knowledge of agency policies, regulations, applicable Federal Statues and contracting procedures governing a Prosthetic Program to administer the various functional areas of prosthetic activity. . OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelors degree may be used to qualify for the GS-7 grade level . GS-9 Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: broad knowledge of a body of purchasing regulations, methods, procedures and business practices to make purchases involving specialized requirements and /or commercial requirements; extensive knowledge of the principles, practices and procedures of the science of Prosthetics and practices or Prosthetic; knowledge of agency policies, regulations, applicable Federal Statues and contracting procedures governing a Prosthetic Program to administer the various functional areas of prosthetic activity. . OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that . Physical Requirements: Typically, the incumbent sits to do the work; however, there is a requirement for moderate standing, walking, bending, lifting, pushing and carrying of assorted items. There is a certain mobility factor associated with this position in physically visiting the areas were items are stored in inventory. There are also times when items must be picked up or delivered, research conducted in areas other than the contracted location. Incumbent must be able to deal with emergency situations and function calmly under stress.
