This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Special Technical Operations (STO) Chief for Special Communications (SC) within SOTF. This positon is located in Fort Liberty, NC.
Duties
Serves as a Special Communications project manager and subject matter expert for the research and development activities and fielding of low density, highly specialized telecommunications and IT programs, systems, services, and equipment.
Serves as a Concept of Operational Picture (COP) manager. Coordinates, plans, and de-conflict Blue Force Tracking beacon devices (BFT) for development, fielding, and deployment IAW higher HQ COP managers.
Serves as technical expert and advisor on matters relating to Special Communications program/management analysis, and manpower/program resource allocation,
Translates broad concepts and objectives into projects and programs, with specific delineation of the roles of the various organizational elements.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret with access to Sensitive Compartmented Info security clearance for the duration of employment.

- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25-30% of the time.
- Incumbent may be required to undergo polygraph test.

Specialized experience :Experience working with highly specialized telecommunications and information technology programs, systems, services, and equipment which are unique, cutting-edge and unconventional in nature. Evaluating IT systems to include development, testing, evaluation, acquisition, deployment, and sustainment. Advising on matters related to special, sensitive communications program and management analysis and manpower resource allocation. Experience in planning, developing, and training of all Sensitive Communications tactics, techniques and procedures that demonstrate knowledge of current developments, and implementing information security protocols using oral and written communication.
