The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville VA Medical Center (VAMC), Physical Medicine and Rehabilitative Service (PM&RS), Fayetteville, North Carolina. Provides administrative support to all service line program areas which include Occupational Therapy, Physical Therapy, Kinesiotherapy, Polytrauma, Spinal Cord Injury (SCI), and Recreation Therapy.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The incumbent is directly involved and serves as the focal point and resource person responsible for providing service administrative leadership and coordination (both within and outside the Medical Center) in the development, implementation, evaluation, interpretation, revision and necessary corrective action of all applicable administrative policies, functions, activities, operations and programs for PM&RS.
Ensures that policies developed at the top management level are transmitted to responsible parties at lower levels of the team to assure that they are carried out, both at the supervisory and non-supervisory levels and to assess the success of these policies in terms of productivity, proper manpower utilization, improved efficiency and economic resource management. Is responsible for the coordination of the service Quality Improvement Program including the requirements of VA Central Office (VACO), Joint Commission (JC), and the Accreditation Council for Graduate Medical Education as they relate to service programs and provides input for a broad data base for management decision. Provides information and participates in Annual Management Review, Management Briefings, and Personnel Management Reviews for the service, External Review responses, and other reviews as required. Assists in the development of long and short-term internal policies, goals, and objectives. Provides support and workload data for Chief, PM&RS to assist with the Polytrauma and SCI programs with resource allocation, team productivity and efficiencies, and budgetary information for informed decision-making. Serves as PM&RS Functional Team Coordinator for Computer Services or ADPAC. Provides and coordinates training and guidance in the implementation of the applicable Decentralized Hospital Computer Program (DHCP), and other computer systems. Is responsible for developing and maintaining PM&RS computerized information and for providing outputs and interpretation to appropriate staff. Develops and maintains information concerning medical record completion and collaborates with Health and Business Administration to ensure timely completion of medical records. Prepares PM&RS budget projections based on studies of past expenditures, knowledge of the team's requirements, changes which have occurred in workload, and future goals of the team which involves working closely with the section heads in assessments, forecasting and determination of their specific needs. Records and organizes documents relating to expenditures to provide accurate and timely data and immediate visibility concerning availability of funds. Coordinates the fund control points assigned to PM&RS, approves expenditures and reports fiscal status to program chiefs and Fiscal as necessary. Provides training in fiscal management to responsible officials as required for optimal utilization of funds and maintenance of records. Analyzes expenditures and adequacy of funding and communicates need for additional funding or other changes in funding levels or requirements to Human Resources through the Chief of Staff. Serves as the administrative resource and clearing point for PM&RS for personnel management actions. This often requires dealing with procedural problems of a novel or unusually sensitive nature. This includes providing technical assistance and advice, maintaining necessary controls and suspense files; compiling and submitting necessary paperwork for appointment and staffing purposes, professional standards board actions, employee clearances, placement, follow-ups, merit promotions, performance awards and evaluations, classification actions, counseling and disciplinary actions; maintaining knowledge of VA/American Federation of Government Employees (AFGE) Master Agreement and coordinating AFGE involvement in personnel related matters, etc. Coordinates liaison between house staff office at the affiliate and our Human Resources Service Line in providing information pertinent to the teaching program at our medical center as it affects processing, personnel matters and timekeeping.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7; for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
