You will serve as a GG-2210-13 IT Specialist (PLCYPLN) for US FLEET CYBER COMMAND in Fort Meade, MD, where you will be responsible for the development, implementation, and oversight of new and existing cyber and cybersecurity policy and governance and perform a wide range of IT related functions and activities (e.g., cybersecurity and technology assessments) regarding policy and planning compliance, advisement, and guidance.
Duties
You will serve as an IT Specialist responsible for the development, implementation, and oversight of new and existing cyber and cybersecurity policy and governance.
You will perform a wide range of IT related functions and activities (e.g., cybersecurity and technology assessments) regarding policy and planning compliance, advisement, and guidance pertaining to users across multiple security domains.
You will develop strategies for formulating and revising policy.
You will ensure that policies appropriately address operational security posture encompassing IT networks and systems, physical and environmental controls, insider threats, incident prevention and response, and training initiatives.
You will evaluate the effectiveness of these policies in achieving their intended results and take necessary steps to communicate changes.
You will provide policy recommendations for new operational requirements incorporating lessons learned from cybersecurity incidents.
You will facilitate information system management decisions through integration with organizational planning, resource programming, asset procurement, and operational performance metrics.
Requirements

Qualifications
This position requires one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-12)or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
Develop, implement, and oversee new and existing cyber and cybersecurity policy and governance.
Study and analyze policy, direction, and guidance; research the implications of current/proposed policies; and generate courses of action for command leadership.
Exercise technical and planning oversight of the implementation and execution of assigned IT policy, programs, and activities to ensure compliance with legislation and higher-echelon policy, doctrine, direction, standards, and guidance.
Define short and long-term milestones and procedures for development of new policy documents as well as for revision, consolidation, or rescission of existing policy.
Serve as project manager for emerging technological capabilities.
