Primary Purpose to Serves as Security Cooperation, Security Force Assistance Assessment, Monitoring and Evaluation Analyst (J3-I) International Division, Operations Directorate (J3), United States Special Operations Command (USSOCOM) with the responsibility for supporting the activities of the Division.

Duties

Provide guidance and subject matter expertise to J3-I international Partners to plan, organize, and integrate the execution of Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation activities and programs. Establishes, develops, and maintains effective working relationships with USSOCOM international and interagency partners, and USSOCOM Component Commands (Special Operations Commands of the Army, Air Force, Navy, and Marine Corps) and Sub-Unified Commands (Theater Special Operations Commands supporting the geographic Represents USSOCOM J3-I in a multitude of meetings, discussions, and working groups on Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation policy, priorities, operational planning, and programming issues in the DoD Forums including Represents Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation for the J3 International Division Chief and Director of Operations in a variety of planning, prioritization, synchronization, resource allocation, and program execution events, focusing on activities to meet the Command's Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation responsibilities and visions for International Partners Responsible for ensuring the security of classified information associated with the Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation involved with special operations=

Requirements

  • Must be able to obtain and maintain a Top Secret with access to Special Sensitive Clearance and SCI.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This position is designed by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, (cont)
  • (cont) the incumbent is (A) to refrain from use of illegal drugs, and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

  • May be required to travel by military and/or civilian aircraft in the performance of official duties. As directed, duty may be performed at various locations and government offices in and around the National Capital Region (NCR)
  • Special Operations background is highly desired, because of the Security Cooperation, Security Force Assistance and Assessment, Monitoring and (cont)
  • (cont) Evaluation work within the J3 International Division will be considered a SOF International Partner development Subject Matter Expert.
  • Graduate of a senior Service college, staff college or advanced military studies school (non-Service specific) is highly desired.

Qualifications

Cont. Conditions of Employment This is a Non-Key Security Cooperation position due to the nature of the position's duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for General Schedule Administrative and Management Support, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes example of specialized experience includes expert knowledge of the various aspects of Special Operations in order to comprehend, analyze, and take action needed to ensure personnel involved with special operations are gaining the knowledge they need to effectively accomplish their jobs. Expert knowledge of USSOCOM policies, special operations doctrine, and the organizational structure of USSOCOM Headquarters, USSOCOM's Service Components, the Joint Special Operations Command, and the Theater Special Operations Commands. Mastery of Security Cooperation Planning, Oversight and Execution Management (Broad planning, policy development, oversight, and execution of SC activities and programs; to include Assessment, Monitoring and Evaluation). Knowledge needed to evaluate the content of new Congressional legislation for projected impacts to Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation of organizations and personnel involved within special operations. Mastery level knowledge of management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting procedures. Knowledge and ability to develop new approaches for addressing the capability development of International Partners, including the education and training needs, and the needs of Division personnel involved with the delivery and execution of Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation programs. Knowledge needed to understand how the various Services are integrated into a joint action and the various considerations such as different Service policies, capabilities, and procedures involved with an integrating each Service's air operations, maritime operations, and ground operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the training of personnel involved with special operations. Expert knowledge of and experience in Special Operations core tasks and United States Special Operations roles, missions, and functions and how they synchronize within the whole of government. Individual must have a broad knowledge of USSOCOM, Special Operations capabilities, and systems and procedures of the other key national agencies interacting with USSOCOM. 2. Knowledge at the expert level in one or more of the following subject matter areas: 1) Joint SOF Doctrine/SOF C2 structure; 2) SOF Air Operations, 3) SOF Maritime Operations, 4) Unconventional Warfare, 5) Counterterrorism; 6)Military Information Support Operations (MISO); 7) Civil Affairs (CA) Operations; 8) Foreign Internal defense (FID); 9) Counterinsurgency, 10) Multi-National Special Operations, 11) Irregular Warfare and 12) Interagency Activities and Interoperability. Knowledge of National Strategy, National Military Strategy; USSOCOM organization, roles, and missions; NATO, Coalition and SOF, and Joint/Combined/Coalition capability development activities. 3. Extensive and detailed knowledge of DOD, Joint Operations, Military Services, Combatant Commands, and unified command structure and relationships, policies and procedures, principles of Security Cooperation, Security Force Assistance and Assessment, Monitoring and Evaluation and related programs. 4. Ability to establish and maintain positive contacts and working relations with International Partners, Joint, DoD,civilian, and other government communities. 5. Ability to interpret high level guidance plans, organize ideas, and work with others to translate into appropriate Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) strategies and programming. Ability to interpret and research frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood guidance; gather data, assemble and analyze facts, conduct analysis, and draw solutions to problems; create alternative solutions to complex problems. 6. Skill and ability to communicate effectively, both orally and in writing; negotiate complex issues at the highest levels of DOD; maintain good working relationships with OSD-Security Cooperation, ASD-SOLIC, the Joint Staff, the Combatant Commands, the USOCOM Service Components, the Theater Special Operations Commands, and USSOCOM J-Staff. Ability to represent and serve as spokesperson for USSOCOM International Division with senior level officials, GO/FO, and Senior Executives; advise others, skillfully negotiate, and unemotionally mediate to resolve differences and implement decisions. Must be able to deal with sensitive issues and handle such with discretion. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
