This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Announcement will be used to fill a Program Manager (Program Officer Acquisition), NH-0343-04, position at the JPEO-CBRND. Selectee will be assigned to the Chief of Acquisition and Analytics. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Serves as a Program Officer for various ACAT I, II and/or III programs within the Project/Product Managers (PM) Office.
Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project.
Evaluates financial resources in light of the technological capabilities available in the commercial marketplace.
Ensures review and, if necessary, rewrite or develop regulatory documentation specifically for the project and recommend appropriate actions to obtain approval.
Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
Assist in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans.
Briefs senior level management, OSD and DA on status of the assigned programs.
Integrates various functional areas within the PMO and the coordination of these functions for tasks performed by the various major subordinate commands and agencies which support the program.
Identifies and balances risks, selects alternatives, and plans how to best accomplish the goals and objectives of the project within recognized guidelines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field "Program Management" within 60 months of entrance on duty.
- Must obtain/maintain a Secret Security Clearance.
- This position requires pre-employment financial disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify for this position, your resume must describe at least one year of specialized experience equivalent to the NH-03 (GS-12/13 grade level equivalent) in the Federal service which includes: 1) Managing various areas of assigned projects such as system design, development, acquisition planning and programming in order to meet goals and guidelines; 2) Coordinates a comprehensive Program Objective Memorandum (POM) brief for multi-million dollar programs ensuring the strategic implementation is met; 3) Conducting studies and evaluating programs to determine effective use of resources; 4) Preparing information decision briefings for senior level management and other stakeholders to provide program status and issues.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-12/13 equivalent).
