About the Position: The Safety and Occupational Health Specialist will serve as a manager of the Safety and Occupational Health Program for the 1st Calvary Division with responsibility for meeting diverse mission readiness requirements and training involving high risk factors.

Duties

Participate in the formulation, development, implementation, and enforcement of the Division's Safety Program policies, directives and regulatory guidance. Prepare and implement safety policies, procedures, and guidelines to comply with Federal/State/DoD occupational safety and health laws and regulations both on and off the installation. Ensure a comprehensive safety program is established for all assigned, attached military and civilian personnel. Organize, execute and promote the Division's Safety Programs involving safety education and training. Oversee accident reporting, investigation and analysis; program evaluation, inspection and monitoring; hazard tracking and countermeasures application. Develop risk mitigation goals and objectives.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is designated "Mission Essential". In the event of severe weather or other emergency type situations (natural or man-made disaster) incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has been designated as Emergency-Essential and is a deployable position.
  • This position requires completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position is subject to a pre-employment Drug Test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position requires the incumbent to possess or be able to obtain and maintain a U.S. Government Vehicle Driver's license within 30 days of employment.
  • This position requires that the incumbent be able to meet weapons qualification requirements.
  • This position requires incumbent to wear a military Army Combat Uniform (ACU)/duty uniform when deployed, or in the field environment.
  • This position requires the incumbent to wear protective clothing suitable for the work environment.
  • This position requires the incumbent to obtain and maintain standard Army safety program certification along with required continuous education and training in a tactical field environment.
  • This position requires a physical examination for deployment to include immunizations appropriate for overseas/deployment location(s).
  • This position is subject to recall during recall/emergency situations.
  • This position may be subject to mandatory overtime.
  • This position may require Nuclear, Biological and Chemical (NBC) Training annually and as necessary to meet expeditionary requirements.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. MINIMUM QUALIFICATIONS for GS-12: Specialized Experience: One year of specialized experience which includes managing a safety and occupational health program, advising management on safety and occupational health policies, conducting accident investigations, and applying safety and occupational health laws, regulations, principles, theories, practices, or procedures for military training, exercises, or maneuvers for compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Compliance InspectionMishap/Accident InvestigationRisk ManagementSafety and Health Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
