About the Position: This position will serve as a senior Safety Occupational Health Manager for the 1st Cavalry Division to meet training and mission readiness requirements with responsibility for all facets of the Division Safety Program, including program administration, coordination, and evaluation, and to participate in or influence the formulation, development, implementation, and enforcement of the Safety Programs policies, directives, and regulatory guidance

Duties

Evaluate the Division level safety and occupational health program determining program goals and planning to include budget and staffing. Serve as principal safety representative and technical advisor; formulating Division safety policy and procedure. Develop loss control programs that safeguard military tactical and tactical support air and ground operations and associated equipment throughout the Division Area of Operations. Implement and ensure compliance of safety requirements encompassing military training, exercising, and maneuvering using complex war fighting equipment and material in the conduct of such operations. Conduct evaluations of subordinate units determining status of compliance with combat, combat support, and combat service support safety requirements. Devise guidance policies for integrating risk management into various military processes and specific safety plans and annexes to training, exercises, and maneuver plans detailing performance requirements. Conduct trend analyses of accidents. Evaluate efficacy of risk management procedures and provide guidance on safe behavior during command training, exercises, and maneuver operations. Conduct familiarization updates on tactical ground operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess or be able to obtain and maintain a secret clearance.
  • Incumbent may be required to deploy with assigned unit for periods up 365 days. Other Temporary Duty travel (TDY) may be required up to 50%.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Incumbent will be required to pass a military standard physical examination.
  • The military ACU is the duty uniform (when deployed, or in field environment). Incumbent will be issued standard TA50 for use per local requirements.
  • Incumbent must be able to meet weapons qualifications requirements for 9MM pistol and/or M16/M4 rifle.
  • Incumbent is required to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Incumbent must possess or be able to obtain a U.S. Government Vehicle drivers license within 30 days of employment and be able to maintain the same.
  • Incumbent may be required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission.
  • This position has been designated a Testing Designated Position.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor of felony crime of domestic violence are not eligible for the position.

  • Ability to obtain and maintain the Army Safety Professional and Explosive I Certification required within 1 year of job entry.
  • Incumbent is required to obtain and then continue to maintain Standard Army Safety Program certification. SOH Professional (CP-12 Level 1) Certificate required within 1-year of employment.
  • Anthrax inoculation program participation may be required to meet deployability requirements.

One year of specialized experience which includes: managing safety and occupational health program elements; developing loss control programs that safeguard military tactical and tactical support (i.e., air and ground operations and associated equipment); and implementing safe practices, procedures, and/or principles for military training, exercises, and maneuvers ensuring compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
