This position is located within the Mental Health Service Line and provides administrative support for Outpatient Mental Health (OPMH). This position provides administrative assistance to the OPMH leaders (Psychiatry, Psychology, Social Worker). Incumbent will provide backup assistance in the absence of other administrative/clerical staff in the Mental Health Services Line.

Duties

The incumbent has knowledge of Veteran Affairs regulations, policies, procedures, and operational functions of OPMH, the proper and accurate verification for cost distribution from the various services with disciplines assigned to OPMH, and the technical activities involved in the placement and follow-up services provided to Veterans. The incumbent has the knowledge and ability to accommodate fluctuating workloads and to interpret instructions, directives, circulars, and procedures. Is proficient in the use of oral and written communication skills and has the ability to establish proper rapport with the individuals of varied backgrounds, cultures, and organizational levels. Works with an interdisciplinary team consisting of Psychiatrists, Psychologists, Social Workers, Social Service Assistants and other disciplines and services within the Medical Center. The incumbent collects trends and presents data from various data sources including Veterans Integrated Service Network Support Center (VSSC), ProClarity, Veterans Integrated System Technology Architecture (VISTA) and other available data systems Prepares responses to internal and external requests utilizing data. Tracks, trends and processes consults entered for the programs. Creates spreadsheets utilizing Excel. The incumbent uses software applications to prepare/assist in preparation of reports including quality management monthly reports, daily/weekly therapeutic schedule, Homeless repmis, OPMH reports etc. Establishes, collects, and compiles data for the preparation of recurring and nonrecurring reports required within the Medical Center, Veterans Integrated Network System (VISN) and VA Central Office (V ACO). Studies reports and data and determines whether instructions, forms and procedures for the reports are being followed, and whether reports provide clear and concise information. Develops the reqms plans, systems, and procedures for compilation and analysis of data pertinent to the measurement of workload, costs, and quality of services. Prepares reports for clinic utilization, provider workload and productivity. Provides back up coverage for bed control for Residential Programs and notifies management when discrepancies exist and works with team to resolve discrepancies. Incumbent is responsible for monitoring the status of consults in OPMH. Collaborates with clinical reviewer to complete consults and tracks and trends the consult through completion. Provides data to management daily/weekly as needed. Serves as the timekeeper for OPMH, and serves as the backup timekeeper for the MHRRTP. Responsible for accuracy of timecards and for maintenance and resolution of pay period exceptions. Performs other duties as assigned that is deemed necessary for the service line. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/08/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: to work efficiently under stressful situations that emergencies and changes create; has interpersonal skill and program knowledge to resolve or refer these situations on both the administrative and Veteran customer; thorough knowledge of the VA Regulations governing eligibility for the program and outpatient care; knowledge of the functions of the VA Medical Center Staff, VACO Office; knowledge of mathematics and use of software computer programs; high degree of data management and communication skills; have a high degree of dependability, flexibility and accountability; knowledge of grammar, spelling, punctuation, and required format; must possess specialized skills in organizational and administrative functions in order to manage paperwork and maintain statistics accurately and must have the capability to deal effectively with VA Staff, Veterans, caregivers, and community resource personnel daily for a large number of complex and varied individual problem situations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires no special physical demands. The work is sedentary and does not involve any abnormal risks or discomforts.
