This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent provides a full range of procurement analyst services and oversight for the 419th CSB Contracting Operations Division and subordinate contracting offices. Performs all aspects of contract oversight while providing responsive reviews and assistance to mission partners.

Duties

Provides advice, guidance, and subject matter acquisition expertise on contracting matters to internal and external customers Reviews, evaluates and provides specific guidance concerning contracting policies and procedures relative to assessment reporting, contractor performance, program management reviews, unliquidated obligations, etc. Provides analysis and evaluation of the initiation, development and recommendation of contracting policies and procedures. Works with contracting offices and mission partners to recommend a full acquisition lifecycle approach to achieve contract solutions. Reviews contractual document to ensure the appropriate contract type, clarity of contract terms, acquisition method, pricing provisions, source selection plan and the appropriateness of cited funds. Ensures contract audit reports are resolved and dispositioned in a timely manner. Utilize Business Intelligence and other automated systems to identify and interpret statistical trends and/or spend analysis to promote strategic sourcing.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • You must possess, or be able to obtain and maintain a SECRET security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement approximately 10% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 36 months of entry on duty.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. If more than 5 pages are submitted, only the first 5 pages will be reviewed to determine your eligibility/qualifications. ***All applicants (to include current Federal Employees) must submit a copy of ALL your transcripts with this application package*** Basic Education Requirement for the 1102 series: A Bachelor's Degree (or higher level) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if: ON OR BEFORE September 30, 2000: (A) A current DoD employee, in any occupational series, who has served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold in any Federal agency; OR (B) Served as a military member in a comparable military occupational specialty; OR (C) A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position at the GS-13 grade level you must also meet the qualification requirements listed below: Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Analyze procurement data involving complex contracts to ensure compliance with regulatory guidance; (2) Utilize automated systems to identify statistical trends or spend analysis to promote strategic sourcing; AND (3) Analyze contract data to identify procurement issues and recommend corrective action. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
