You will serve as a SUPV FINANCIAL MANAGEMENT ANALYST in the BUDGET FORMULATION DIVISION (N00FM1), FINANCIAL MANAGEMENT OFFICE-COMPTROLLER (N00FM) of NCTAMSLANT NORVA. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will formulate budgets and present and defend budget estimates before authorities. You will analyze and recommend costs and benefits of alternative methods of financial management of organizations programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign work to subordinates based on employee’s capabilities, priorities, and difficulty. You will prepare and present informational and decisional briefs to leadership. You will oversee the Time and Attendance Program. You will oversee assessment of Standard Labor Data Collection and Distribution Application (SLDCADA) for the Integrated Risk Management program. You will serve as Area of Responsibility Point of Contact for budget execution, budget formulation, labor analysis and Time and Attendance. You will serve as a liaison with the Type Commander for budget execution, budget formulation and labor analysis inquiries.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience formulating budgets and estimates to support plans, programs and activities and briefing leadership. -Experience tracking budgets, funding, and execution of budgets. -Experience reviewing and evaluating budget requests from multiple departments. -Experience implementing internal controls, including assessing programs within the Integrated Risk Management program, and providing advice on effective and efficient methods for the acquisition and use of funds to support an organization's programs and activities. This position is within the Work Category SUPERVISION and MANAGEMENT at Work Level SENIOR, Series and Grade GG-0501-13. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
