Duties
You will serve as a Program Analyst (Cyberspace Operations Planner) in the International Partnerships Division, Plans and Policy Directorate at U.S. Fleet Cyber Command.
You will define end user cyber operational requirements essential to effectively address the Command’s mission and complex national security challenges in the cyberspace battlespace.
You will analyze the commander’s mission and intent, sources of the mission, organizational relationships, and the purpose of the operation to develop and document strategic knowledge of the operational environment and frame the mission analysis.
You will apply operational design principles and methods to document proposed operations.
You will document and present mission analysis briefings that address the identification of relevant facts, parameters and externally imposed limitations, summarize analysis of available forces and asset allocation, and capture planning assumptions.
You will apply operational planning concepts, processes, and methodologies to develop and document plans and orders using the Joint Planning Process (JPP) and the Adaptive Planning and Execution (APEX) enterprise consistent with Command’s intent.
You will conduct robust capability assessments, including force readiness projections, as well as assessments of risks/vulnerabilities, technological defensibility, and adversarial parameters.
You will prepare and present the Commander’s estimate and Concept of Operations (CONOPS).
You will incorporate appropriate and relevant processes, templates, and analysis techniques into planning products for reporting seniors’ vetting by applying knowledge of current planning guidance and related Joint Publications.
You will Develop Planning Orders, Execution Orders, Operation Plans, Concert of Operation Plans, Campaign Plans, Theater Strategy, and cooperative security agreements to plan cyberspace operations independently or part of broader military operations.
You will provide expert consulting support for the development, review, coordination, and cross-functional integration/deconfliction of operational-level plans and orders.
You will identify the need for refinements in the planning process base on operational requirements and challenges.
You will represent Fleet Cyber Command at meetings, conferences, working groups, and other professional venues regarding the future of cyberspace planning doctrine.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 332 level ADVANCED within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
- You will be required to obtain and maintain a U.S. Passport.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience planning for a wide-range of cyberspace activities including exercises and wargaming, offensive and defensive operations, crises and contingencies, and combat operations.
- Experience managing Cyberspace operations planning, execution, and participation with major/combatant command exercises or operations.
- Experience mitigating threats to cyberspace and operation systems.
-Experience performing in-depth analysis, collaboration, and planning of integrated cyberspace operations to develop scenarios, objectives, and performance measures.
