The primary purpose of this position is to serve as an senior Information Technology (IT) Specialist with responsibility for designing, writing, testing, debugging, and maintaining complex Mission Assurance toolsets needed to assess the cyber readiness of the weapon systems.

Duties

Performs analysis of complex user requirements and designs programs to support them. Serves as a team leader in applications programming/analysis projects. Troubleshoots and resolves complex application problems. Manages acquisition of IT assets and prepares supporting software system documentation.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes application software analyzes, design, development, modification, and implementation of complex systems and specialized software. Performing software code-analysis, design, development, testing techniques with ability to fix code, programming, scripting, etc., and develop functional requirements to support the software. Developing codes and programs using programming languages as Ada, JAVA, C++, Visual Basic, COBOL, and FORTAN. Conducts analysis of functional requirements, change proposals, and current software, systems, and databases to determine feasibility and prepares software requirements and designs specifications to include specifies inputs and outputs, data structure, module interface plans, detailed layout of files and test plans. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of software design principles methods and approaches. 2. Knowledge of complex systems software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration, and testing. 3. In-depth knowledge of IT applications software concepts, principles, methods and practices. 4. Knowledge of software programming languages such as COBOL, VISUAL BASIC, C, C++, Ada, JAVA, FORTRAN and PASCAL. 5. Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement, apply CASE tools, and design, write, code, debug, test and maintain applications. 6. Ability to communicate effectively and clearly, both orally and in writing. Work Environment Work is performed in a typical office setting with adequate lighting, heating, and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
