This position is located in the Division of Depositor and Consumer Protection, Consumer and Community Affairs Branch in the Dallas Regional Office and provides support in the areas of fostering ongoing communication between banks and community- based groups, research and analysis, education, and the management of assigned projects. Duties

Engages in proactive communication with community-based organizations, academic researchers, government officials, bankers and other lenders, and regulatory agencies to learn and report on credit issues and the effectiveness of reinvestment policies and economic inclusion initiatives. Represents the FDIC as a speaker or participant at events designed to educate financial institutions, community representatives and others. Provides written and verbal commentary to the Regional/Area Manager(s) for Community Affairs and senior management regarding community reinvestment policies and procedures. Responds to telephone and written inquiries from examiners, bankers, the community, and others regarding CRA and community and economic development issues. Supports the examination process by providing guidance and technical assistance to examiners regarding community development issues. Prepares community profiles and other documents to assist examiners in better understanding communities’ credit needs. Assists in CRA and fair lending consultations. Researches controversial and complex topics related to Community Reinvestment Act, Equal Credit Opportunity Act, Fair Housing Act, and the Home Mortgage Disclosure Act, and reports the results in the form of briefings, issue papers, memos, and other types of reports. Assists in spearheading and coordinating meetings and conferences to address specific community reinvestment and economic inclusion issues, to foster increased lending activity, to improve lending performance, and to assist in the development to strategies to help meet identified credit needs. Assists in designing and conducting CRA and community development training. Assists in initiating and developing educational materials related to community re-investment issues, the FDIC’s regulatory role and responsibilities, and the mission and activities of the region’s Community Affairs Program.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. Bilingual - English and Spanish language skill is required.  Applicants must document their ability to read, write, and speak the Spanish language on their resume and demonstrate their language proficiency in both languages at the time of interview.  To qualify, Applicant must have 1 year of specialized experience equivalent to at least the grade 12 level in the Federal Service as described below. Specialized experience is experience spearheading and coordinating activities and events with financial institutions, community-based organizations or other stakeholders through outreach, collaborations, training or technical assistance on CRA, and financial industry consumer protection laws, or developing or managing outreach strategies for community development or underserved financial services markets. Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.
