About the Position: Serves as a Human Resource Specialist (Military) responsible as the functional proponent for Army personnel regulations. Formulates advisory recommendations for management on Army Programs and Policy application.
Duties
Researches DODI, Army Regulations, and US code to ensure Army compliance.
Execute regulations developed by HQDA G-1 regarding incentive and special pay.
Develops policy and procedures relating to BAH Waivers and Debt Remission.
Provides advisory decisions on MILPAY programs.
Interprets and provides guidance to Finance Offices by telephone and correspondence concerning policies and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the employee to occasionally travel away from the normal duty station (10%) of the time.
- Must be able to obtain and maintain a Secret security clearance.

Specialized experience:
Specialized experience is defined as one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes work that involves: Providing interpretations of policies pertaining to military personnel action program(s). Performing records review to ensure records are procedurally correct, complete, and adheres to military policy and regulation. Reviewing changes in legislation to Identify the impact of changes on policies and procedures.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
You may substitute education for experience with education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, Resource Management or Human Resources Management.
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
