You will serve as a HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) in the Executive Support Staff, C-1100 of NORFOLK NAVAL SHIPYARD.
Duties
You will provide input on decisions that impact an overall HR policy at serviced commands.
You will serve as a " troubleshooter" or "consultant" to management on all ER/LR issues with overall responsibility for resolving controversial /complex problems.
You will advise managers and employees on questions arising during appeals and grievances or appellate proceedings before the Merit Systems Protection Board (MSPB)
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a full range of labor and employee relations theories, principles, methods and techniques.
Experience providing guidance to employee and managers in matters related to Labor and Employee Relations.
Experience preparing disciplinary and adverse actions and ensuring compliance with all legal and regulatory requirements.
Experience conducting research pretaining to contract negotiations and third party case law decisions.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a full range of labor and employee relations theories, principles, methods and techniques to a wide variety of complex assignments.
Experience applying regulations and procedures.
Experience preparing diciplinary and adverse action ensuring compliance with all legal, regulatory, procedural and contractural requirements.
Experience providing technical assistance to employees in the excerise of protective and appeal rights.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
GS-09:
Master's Degree or equivalent graduate degree
or
2 full years progressively higher level graduate education leading to such a degree
or
LL.B OR J.D if related
