Duties

Serves as the technical authority and project manager in the Defense Logistics Agency (DLA) Enterprise Risk Management Program Management Office (ERM PMO). Leads ERM PMO Task and Project Management, building an integrated schedule perform oversight of team activities and status for program leadership. Performs contract oversight for multiple enterprise-wide contracts, managing the program’s resources and budget, and managing functional requirements for ERM technology. Implements process improvements and institutionalizes leading practices. Reviews and updates spend plans, preparation of Budget Increase Requests (BIRs) and Business Case Analysis (BCA) documents to support the resourcing needs of the program. Manages program communications by issuing newsletters and updates to a DLA-wide audience, program leaders and executive stakeholders that include Situation Reports and other ad-hoc messaging.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Understanding qualitative and quantitative methods for assessing, evaluating, and improving program/process effectiveness. Evaluating and interpreting available data and advising senior management on their impact. Assisting the agency with programming, analysis, and control of funds and evaluating program funding plans and their execution, identifying actual or potential problem areas. Providing status updates and staff briefings/reports to higher management and maintaining working relationships within the organization and with other federal agencies and departments. This position requires a Program Management (A)/PM, Advanced acquisition certification. The incumbent has 48 months to achieve this certification unless a Position Requirements Waiver is approved to extend the certification period. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
