The primary purpose of this position is to serve as a senior program analyst to plan, develop, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of the educational and technical training programs.
Duties
Programs out-year advanced academic degree and professional continuing education budget and quota allocations.
Evaluates and advises on accessions program across multiple agency locations.
Develops and coordinates program evaluation plans, procedures, and methodology.
Works closely with stakeholders; conducts analysis to assess utilization of advance academic degree and professional continuing education users.
Represents the organization on working groups or other meetings, conferences, seminars, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in the planning, developing, organizing, policies, regulations, directives, doctrines, and procedures for the establishment and maintenance of advance academic and professional continuing education degree programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: .
1. Professional knowledge of education and training administration, policies, and procedures.
2. Knowledge of training resources programs, principles, and projects.
3. Skill to manage inputs within agency and other established learning systems.
4. Ability to analyze problems and to develop timely and effective solutions.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.
6. Ability to negotiate complex issues and work harmoniously with all levels of personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
