This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. The position is located in the Office of Intelligence Operations and Oversight, Bureau of Intelligence and Research (INR/OPS) coordinating sensitive civilian and military intelligence and counterintelligence operations and programs.
Duties
Works closely with Department policymakers to integrate counterintelligence threats and opportunities into foreign policy calculus.
Coordinates sensitive counterintelligence activities and operations with the regional and function bureaus, and at times with Chiefs of Mission.
Maintains a broad network of contacts at the FBI, CIA, and the National Counterintelligence and Security Center (NCSC); represents the bureau and Department at interagency meetings.
Addresses a broad range of counterintelligence issues, including: covert and overt foreign influence, supply chain risk management, election security, and threats from foreign intelligence services (i.e. Russia, China, North Korea, Cuba, and Iran).
Serves as primary point of contact for interagency colleagues on sensitive counterintelligence programs within his/her purview and is responsible for effectively creating and shaping effective liaison relationships among interagency counterparts.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above, however the scope and complexity of assignment are of less responsibility and independence and receives closer supervision than the GS-13.
Qualifying specialized experience must demonstrate the following:
Experience using research methods and techniques to validate, analyze, evaluate, and interpret information derived from a wide variety of sources.
Experience liaising within both spheres of the international affairs and intelligence communities in order to disseminate and exchange information.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and maintaining professional networks within the Department of State and across the Intelligence Community (IC).
Experience delivering oral and written communications to include drafting memoranda and background papers, and briefing senior level government officials.
Experience working with classified materials and other limited-access need-to-know information.
Experience working with counterparts from other United States Government (USG) agencies to develop joint courses of action.
There is no substitute of education for specialized experience for the GS-13 position.
