Duties
You will work on acquisition fraud matters with investigators, auditors, acquisition officials, and program managers.
You will coordinate civil False Claims Act matters with DOJ; support matters in litigation; negotiate solutions to acquisition fraud issues.
You will initiate/implement administrative remedies (e.g., suspension and debarment) against non-responsible government contractors.
You will prepare and give trainings briefings to DON personnel and at senior levels within the DON and other federal agencies.
You will need to be comfortable working independently and will be responsible for working cases "cradle to grave," including prioritizing case load, developing case strategy, selecting and advocating appropriate administrative or contractual remedies
You will have to balance the operational needs of the DON with the requirement to contract only with responsible contractors and helping protect taxpayer dollars.
You will have excellent communication, research, and briefing skills.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
This position has a full performance level of GS-15, but will be filled at the GS-11, GS-12 or GS-13 grade level. Grade and pay will be set commensurate with the successful applicant's qualifications, funding availability, and General Schedule (GS) pay setting guidelines. To be eligible for selection at the GS-11 level, the applicant must have at least one year of professional legal experience, or be a recent law school graduate with superior law student work or activities as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal; or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif. To be eligible for selection at the GS-12 level, the applicant must have two years of relevant professional legal experience at the GS-11 (or equivalent) level or be a current GS-12 (or equivalent) attorney within the Federal government. Note that for GS-11 and GS-12 positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience. To be eligible for selection at the GS-13 level, the successful applicant must have in excess of two years of recent professional relevant legal experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
Candidates will be evaluated on the following: (1) depth, breadth, and quality of legal experience in one or more of the following practice areas: acquisition, fiscal, fraud, corporate ethics and compliance, with a particular emphasis on suspension and debarment experience; (2) written and oral communications; (3) interpersonal skills, including working with senior clients and other organizations; and (4) attention to detail, including the ability to manage a large docket of cases. Federal litigation and certified fraud examiner experience will be considered a plus. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired.
The successful applicant must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. U.S. citizenship is a requirement of the position, and the successful applicant must be able to obtain and maintain a SECRET level security clearance.
