The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Cybersecurity and Portfolio Management Branch.
Duties
Plans, organizes, and directs the activities of the Cybersecurity and Portfolio Branch within the Security and Support Services Division, ensuring that Cybersecurity, IT Portfolio Management and Software Management complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents AFOSI for a variety of DoD and AF organizations.
Manages and directs AFOSI's Cyber Security Program and Certification and Accreditation Process.

- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Knowledge and experience with basic computer and networking principles is required. Extensive knowledge in cybersecurity policy/governance is required. Prior experience in an IT position (i.e. system/network administrator) is desired.
- This position is special-sensitive and must be eligible for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to perform the duties.
- A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.
- Incumbent may be required to work other than normal duty hours. Subject to recall during times of emergencies. The employee may be required to work overtime.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Information Assurance Certification and DoD Cyber Workforce education and/or certification are conditions of employment. Cybersecurity work is a paramount duty requirement. Failure to receive proper certification may result in removal from position.
- Per DoDM 8140.03, the incumbent of this position must achieve the appropriate certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoDM 8140.3 4.2.
- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience equivalent to the GS-13 grade level or equivalent in other pay systems. Specialized experience includes: Planning, organizing, integrating, and implementing cybersecurity programs that support all IT requirements for an organization and its associated mission area; the formulation of goals, plans, and policies related to the development and operation of cyber security functions and activities; the utilization of IT security support roles, responsibilities, policies, practices, regulations, and laws that are related to the IT security support process and initiatives; and the planning, organization, and direction of the functions and staff of a large sized organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of roles and responsibilities at both DoD and AF levels to include policies, practices, regulations, and laws concerning DoD IT processes and initiatives.
Knowledge of IT security support roles and responsibilities, policies, practices, regulations, and laws concerning the IT security support processes and initiatives. Examples include Communications Security, Information Security, Cybersecurity, and Operations Security.
Knowledge of Government policies, directives, and other regulatory material concerning architecture, communications and information systems procurement, management, and utilization to ensure full and proper utilization within OSI.
Extensive knowledge of business process engineering / improvement techniques, including how to select and manage information and the enabling of technology resources.
Comprehensive knowledge of IT planning and programming to include the establishing and validation of requirements, system acquisition, program implementation procedures, planning and resource management.
Ability to plan, organize, and direct the functions and staff of a large sized organizations and communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
