This position is located in the U.S. Department of State, Bureau of the Comptroller and Global Financial Services, Office of Pay Processing (CGFS/GC/PPR), Global Compensation Directorate, Charleston SC. This office is responsible for managing a highly complex compensation environment, including payroll, benefits and associated record keeping and reporting.
Duties
As agency expert, advises the Bureau, Office of Financial Policy and Management (Mgmt) Controls on the implication new or modified legislation that could impact the agency’s payroll system and programs.
Ensures that all payroll operations of the Department are carried out in accordance with the applicable requirements established by Congress, Office of Mgmt and Budget, General Accounting Office, Treasury Department and the Bureau of Resource Mgmt .
Supplies financial statements to operating program officials for informational and planning purposes. Plans and conducts studies to determine the requirement for updated financial information.
Carries out duties typical of first level supervisors with respect to management and oversight, planning and assigning the work; evaluating work performance; providing advice, counsel and evaluation of employees.
Supervises General Schedule Financial Management Specialists, Program Analysts, Payroll Technicians and Contractors.

Qualifications
Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing and resolving issues or problems affecting management of payroll or annuities services.
Experience collecting data, analyzing findings, and making recommendations related to the planning of financial operations.
Experience evaluating automated financial systems/software to determine their effectiveness at meeting established standards.
There is no substitute of education for specialized experience for the GS-13 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
